Engineering

Our Engineering Services Department is responsible for, but not limited to, the following areas:

  • road construction and maintenance;
  • footpath construction and maintenance;
  • drainage installations and maintenance;
  • laneway surface maintenance;
  • traffic control treatments (traffic islands etc);
  • pedestrian crossings;
  • street and road name signs;
  • installation of parking control signs;
  • road and drainage designs;
  • state and federal government blackspot projects;
  • crossovers;
  • traffic counting;
  • grant applications for roads and cycle-paths;
  • clearance of development bonds dealing with infrastructure (in conjunction with Development Services);
  • surveying and set out of road designs;
  • quotations and tenders for road/drainage/path materials and contractors;
  • forward planning for infrastructure replacement;
  • dealing with Main Roads WA to arrange traffic control signs and lines;
  • conditions on development applications dealing with infrastructure;
  • street sweeping and cleaning;
  • Cottesloe beach facilities - construction and maintenance;
  • street tree installation, maintenance and removal;
  • parks and gardens - construction and maintenance;
  • bus stops;
  • beach groynes, ramps and steps;
  • verge maintenance;
  • reticulation and bore use on Council verges and reserves;
  • street furniture - seats, rubbish bins, bollards.

Engineering Services is not responsible for:

  • water supply and sewerage pipes (contact Water Corporation);
  • power supply (contact Western Power);
  • all dealings with railway line (contact WA Government Railways);
  • Stirling Highway (contact Main Roads WA);
  • speed control, stop and give way signs, traffic lights (contact Main Roads WA);
  • regional cycleways and dual use paths (contact Department Planning & Infrastructure).

Five Year Programs

Council has adopted a policy to provide long term programs for the construction, upgrading and rehabilitation of all significant infrastructure within the Town of Cottesloe.  Within the context of a ten year capital works program and a Principal Activities Plan, five year forward plans for urban roads, drainage, footpaths, parks and gardens, parking areas and other significant infrastructure areas are to be created and reviewed annually.

Currently the five year programs adopted by Council are:

Fault, hazard reporting and general comments

Street Lighting:

To report a faulty streetlight, contact Western Power by phoning the streetlight fault reporting hotline on 1800 622 008 or online by clicking here.

Footpaths:

To report any hazards, improvements or comments in relation to the footpaths within the Town of Cottesloe, please contact the Council by:

To assist Council staff in correcting any hazards promptly please supply the exact location, a description, your name and a contact telephone number.

Graffiti:

The Town of Cottesloe will clean, remove or cover all graffiti on buildings, fences and structures that are wihin or constitute boundaries of all reserves under the care and control of the town, including but not limited to all parks, reserves, public access ways and road reserves.

Where the strucutre is a fence, wall or building on a shared boundary with a private property or reserve under the care and control of another authority, the adjacent landowner must provide written permission by filling out a graffiti indemnity form, before the work is undertaken.  The graffiti will then be removed free of charge.

There are 4 ways to report Graffiti within the Town of Cottesloe:

Telephone:  contact the Council Works Depot on 9384 2362.
Email:  send an email to Council council@cottesloe.wa.gov.au please make sure you include the following details:

  • Address of the property, including street number, name and nearest cross street;
  • Location of the graffiti, including colour of graffiti and approximate size;
  • Whether the graffiti contains offensive language or images.

Fax:  Please download the form and fax it to the Council on 9285 5001.

Online:  Visit the Goodbye Graffiti  website, that has been established by the Office of Crime Prevention to provide an onoine Graffiti Reporting Form to facilitate the prompt reporting and removal of graffiti vandalism in the community.

Please remember that the adjacent landowner must provide written permission by filling out a graffiti indemnity form, before the work is undertaken.

Please note that reporting the graffiti to Council, does not constitute a police report. Please contact Cottesloe Police Station during business hours.

Applications/Permits

Verge Crossover Application:

A Verge Crossover Application form is used when a crossover (i.e. driveway) is to be constructed.  If you intend to build a new crossover or replace an old crossover a verge crossover application form needs to be submitted.

Road Open Permit:

A Road Open permit is required when any works (ie excavations) are to be undertaken within the road reserve (ie property boundary to property boundary).

Road Verge Landscaping:

With the need for our gardens to become more sustainable and waterwise the Town of Cottesloe encourages residents to utilise waterwise plants and practices within their gardens.  The replacement of lawn verges with garden beds planted with local species is being encouraged.  To find out more download the Residential Verges  policy.  The Western Suburbs Greening Plan Guide has been produced by local Council's to assist you in designing and planting your sustainable and waterwise garden.  Come into or contact the Town of Cottesloe to obtain a copy of this booklet.

Works that are undertaken within the road reserve, between the property boundary and the edge of the road in front of a privately owned property, are required to have Council approval.  To apply to undertake your work write to Council describing your proposal and include a plan of the works.  Correspondence is to be addressed to the CEO and mailed to the Town of Cottesloe, PO Box 606, Cottesloe 6911, or hand deliver to 109 Broome Street.
