Enquiry by Design

THE COTTESLOE ENQUIRY BY DESIGN

 

An Enquiry by Design (EBD) process is being held to consider outstanding issues at the central beachfront / foreshore area and the railway lands west of the railway line area.  

 

A series of workshops is to be held during November and December.  The first will be focused on the railway lands and future Curtin Avenue (10-11 November), the second on the beachfront / foreshore (27-28 November), and there will be a third to consolidate the findings (10 December).  The EBD process will devise, firstly, a Preliminary Structure Plan for the possible future development of the railway lands, including the configuration of future Curtin Avenue for improved east-west connectivity with the Town Centre.  Secondly, the EBD will formulate proposed Building Design Controls (including height) specifically for the Cottesloe Beach Hotel (CBH) and Ocean Beach Hotel (OBH) sites in relation to the public foreshore area.

 

The EBD will be run by a consultant team appointed by the Town and the Department for Planning and Infrastructure (DPI), and will evolve from the extensive community consultation already undertaken on LPS3.  A range of stakeholder groups will be given the opportunity to contribute to the proceedings.  A core group including the site owners and key interest groups will be invited to present on the first days.  In the evening before each workshop the community will be invited to be briefed on how the EBD will unfold and to put their views on the sites under investigation.  After that, each evening during the workshops there will be another opportunity for the community to attend to be briefed on progress, ask questions and offer comments.

 

A core technical team made up of representatives from the Town, government agencies and consultants will formulate the urban design proposals and produce an outcomes report early in the New Year.  The Council will then consider the findings and make recommendations on the content of LPS3 based on the EBD, which will be made available for further public comment.   Once this is all concluded, the final proposed Scheme goes back to the Western Australian Planning Commission (WAPC) for assessment and the Planning Minister to approve.
