Built Strata Applications

Built strata subdivision applications are generally determined by local governments under delegation from the Western Australian Planning Commission, however this delegation does not extend to the creation of a leasehold scheme, vacant lot or vacant air stratas in multi-tiered strata schemes.

Form 15A  

A Form 15A is an application for a strata plan for a built strata subdivision, and can be lodged once the development has received a building permit (following development approval).  

Form 15A requirements are as follows:  

  • Completed Form 15A 
  • Strata plan  
  • Supporting information as required by the Form 15A’s checklist 
  • Fee - based on the number of lots, see Fees & Charges

The application can be lodged via email (town@cottesloe.wa.gov.au), post or hand delivery to the Town’s Administration Centre.  

Once the application has been received, payment can be made over the phone or at the Administration Centre.  

The Town will review the Form 15A, which generally relates to verifying the consistency of the proposed built strata lots with the corresponding development approval and building permit.  

The Town may then issue the Form 15A with or without conditions.  

Form 15C  

A Form 15C is an application for a certificate for final endorsement of the strata plan and must be lodged within two (2) years of receiving approval of the Form 15A.  

Before applying for approval of a Form 15C certificate, all works must be completed in accordance with the development approval and building permit, including compliance with conditions of the development approval and Form 15A (if applicable).   

Form 15C requirements are as follows:  

  • Completed Form 15C 
  • Form 15C Certificate for Council Endorsement 
  • Strata Plan 
  • Supporting information demonstrating how all conditions of the development approval and Form 15A have been met.   Photographic evidence may expedite the process. 
  • A copy of the development approval and building/occupancy permit.  

The application can be lodged via email (town@cottesloe.wa.gov.au), post or hand delivery to the Town’s Administration Centre.  There is no fee.  

Following receipt of the application, a site inspection will be arranged to confirm that all works have been completed and all conditions have been fulfilled.  

If the Town is satisfied that all works have been completed and all conditions have been fulfilled, the Form 15C certificate will be issued. The Town has 40 days from the date of lodgement to determine the application.
