7 - 11 Station Street, Cottesloe - WAPC Meeting

The Town of Cottesloe received notification on Thursday last week that the Western Australian Planning Commission (WAPC) will be considering a Part 17 Significant Development Application for 7-11  Station Street in Cottesloe Village, at its meeting on Thursday this week. This application proposes two residential towers of 15 and 17 storeys, with 125 apartments, a 128-room hotel, commercial tenancies and basement parking.

The Town had objected to the proposed development when it was advertised  in 2024, citing concerns including the excessive height and scale of the development and the overshadowing of Napoleon Street. Less than 10% of the 764 public submissions gave unqualified support to this development, and more than 90% opposed it entirely or supported it subject to a maximum 10-storey height limit. Despite this, the Department of Planning, Lands and Heritage has recommended conditional approval.

The Town’s objection to the proposed development also referred to the Cottesloe Village Precinct Structure Plan (the Structure Plan) which it has been working on with the Shire of Peppermint Grove to guide future development, protect local amenity and ensure appropriate building heights and scale in the Village. A key aim of the Structure Plan is to prevent winter overshadowing of Napoleon Street to preserve amenity and the vibrancy of its shops and cafes. Our work on the Structure Plan shows that a 10-storey height is the maximum this site can tolerate without significant negative impact on that character and amenity. The SDAU application significantly exceeds that limit.

The Town remains committed to advocating for a well-planned village centre and will make formal deputations at the WAPC meeting this Thursday.
