Statement from the Town of Cottesloe re 7-11 Station Street, Cottesloe following WAPC meeting

The Town of Cottesloe is disappointed that the Western Australian Planning Commission (WAPC) made the decision yesterday to approve a Significant Development Application for 7-11 Station Street in Cottesloe, which includes two residential towers of 15 and 17 storeys.

The Town’s planning staff and Deputy Mayor gave a deputation to the hearing on Thursday objecting to the proposed development, citing concerns including the excessive height and scale of the development and the overshadowing of Napoleon Street. Less than 10% of the 764 public submissions gave unqualified support to this development, and more than 90% opposed it entirely or supported it subject to a maximum 10-storey height limit.

Deputy Mayor Melissa Harkins stated in her submission that the community acknowledges that Station Street is an appropriate location for increased density. In fact, that recognition has driven the Town’s work with the Shire of Peppermint Grove on developing a Precinct Structure Plan (PSP) for Cottesloe Village. This Precinct Plan was intended to guide future development in a way that benefits both residents and visitors. The plan represents best practice, and is a comprehensive reflection of the community’s views and desires.

Comprehensive consultation conducted by the Town revealed a shared vision: support for thoughtful infill development that retains the character and atmosphere of Napoleon Street—a much-loved hub of local cafes, shops, and public life. Protecting its blue-sky outlook and avoiding overshadowing is a priority for our community.

The PSP identifies 10 storeys as the maximum height this area can sustain without causing serious negative impacts on the character and amenity of our High Street—particularly in terms of overshadowing. Unfortunately, the approved development of two towers of 15 and 17 storeys significantly exceeds that limit.
